Fiskaali- ja muut vaikutukset maahanmuutosta EU:n sisällä joissakin EU maissa

Britannian tulevan EU-kansanäänestyksen takia, ajattelin lukea joitakin tutkimuksia asiasta.

Fiskaalivaikutuksia

Eräät murehtivat että maahanmuuttajat eivät edistä hyvinvointipalveluja tai käyttävät veronmaksajia hyväkseen.

Economic Journal-lehdessä Dustmann ja Frattini (2014) tarkastelivat nimenomaan tätä.

Maahanmuuttajat EU: sta Isoon-Britanniaan toivat netto fiskaalivoiton ~30 miljardin euron verran vuodesta 2000. Samana aikana, netto fiskaalivaikutus ns. kantabrittiläisiltä oli tappio , ~ 900bn euroa.

Tämä tarkoittaa sitä, että vastoin yleistä käsitystä EU maahanmuuttajat paitsi maksavat omat laskunsa hyvinvointipalvelujen kannalta, myös todellisuudessa vaikuttavat myönteisesti tileihin toisin kuin keskivertoinen britti.

Tarkasteltaessa fiskaalisia vaikutusta muissa OECD maissa, Liebig ja Mo (2013) ehdottavat että viimeisten 50 vuoden muuttoliikkeen vaikutus on keskimäärin lähellä nollaa, + -0,5% BKT: stä.

Joten jälleen vastoin yleistä käsitystä, maahanmuuttajat eivät ole taakka sosiaalipalvelujen kannalta. Samalla on kuitenkin hyvä muistaa, että he eivät myöskään voi olla ainoa ratkaisu pitäämään julkista taloutta pystyssä koska sama paperi kertoo verotuksen osuuden maahanmuuttajilla olevan alempi kuin kantaväestön, mikä johtuu suurelta osin pienempien palkkojen ja / tai alemman työllisyyden takia.

Huoltosuhde

Vaikka edellä mainitut paperit eivät tutki vallitsevaa ikärakennetta ja huoltosuhdetta, voimme löytää muita papereita, jotka tekevät niin, esimerkiksi Lutz ja Scherbov 2002, "Can immigration compensate for Europe’s low fertility?".

Se on jatkoa YK: n tutkimuksesta vuodelta 2000 missä laskettiin tarvittava maahanmuuttajataso säilyttää huoltosuhde; hauskana esimerkkinä oli Korean skenaario jossa tarvittiin noin 5 miljardia maahanmuuttajaa vuoteen 2050 mennessä.

Käyttämällä todennäköisyyspohjaisia ennusteita (probabilistic projections), eli skenaariot jotka todennäköisesti tapahtuu, he mainitsevat että huoltosuhde kasvaa kaikissa olosuhteissa (jopa korkean hedelmällisyyden ja korkean maahanmuuton kanssa), mutta suhteellisesti vähemmän johtuen näistä tekijöistä.

Joten ei ole väliä mitä, huoltosuhde kasvaa, mutta siinä määrin voidaan lievittää sitä maahanmuuton kanssa.

Suomi on nopeimmin ikääntyvä väestö EU:ssa joten tämä kysymys on varsin ajankohtainen. Vesterinen (2002) tutki, että voisiko maahanmuutto ratkaista ikääntymisen ongelmaa.

Hän totesi, että maahanmuutto olisi lisättävä ja työperäisen maahanmuuton byrokratiaa olisi yksinkertaistettava.

Kohonen (2007) totesi, että työttömyys on yleisempää maahanmuuttajien keskuudessa Suomessa verrattuna kantaväestöön, ja erityisesti korkeamminkoulutetuilla maahanmuuttajilla työttömyysaste on yksi alhaisempia Suomessa EU-maiden joukossa.

Hän ehdottaa että"inhimillinen pääoma" ei ole hyödynnetty tehokkaasti Suomessa verrattuna muihin EU-maihin.

Muut vaikutukset

On monia asioita nämä paperit eivät, tai ei ehkä edes pysty, sisällyttää tutkimuksiin ja analyysiin.. Miten mitata maahanmuuttajien vaikutusta asuntojen hintoihin Iso-Britanniassa? Varmasti me tiedämme, että se nostaa hintoja, mutta missä määrin?

Mikä on kumulatiivinen vaikutus maastamuutosta, erityisesti "aivovuoto"?

Fiscal and other Effects of Immigration from EU countries on EU members such as the UK and Finland

In light of the upcoming EU referendum in Britain, I thought I would look at some research regarding this.

Fiscal effects

Some of the more pressing concerns about immigration are the worries that European immigrants do not pull their weight when it comes to welfare services and benefits.

A paper in the Economic Journal by Dustmann and Frattini (2014) looked at precisely this.

Immigrants from within the EU to the UK result in a net fiscal benefit of ~30bn euros, since 2000. During the same period, the net fiscal effect of native UK born was negative amounting to ~900bn euros.

This means that contrary to popular perception EU immigrants not only pay for themselves in terms of welfare services and benefits, but actually contribute positively towards them unlike the average Brit.

Looking at the fiscal  impact of all immigration to other OECD countries, Liebig and Mo (2013) suggest in the past 50 years of migration, the impact is on average close to zero, +-0.5% of GDP.

So again, contrary to popular perception, immigrants are not a burden in terms of social services. At the same time it is useful to keep in mind that they also cannot be the only solution to keeping fiscal inflows high as the same paper found the fiscal contributions of immigrants to be lower than those of the native population, largely due to lower wages and/or lower employment.

Dependency Ratio

Whilst the previously mentioned papers do not look at the prevailing age structure and dependency ratio, we can find other papers that do for instance Lutz and Scherbov 2002, titled “Can immigration compensate for Europe’s low fertility?”.

It is a continuation of the UN study from 2000 that computed the necessary levels of migration to maintain the dependency ratio, famously containing the example scenario for South Korea of 5 billion immigrants necessary until 2050.

Using probabilistic projections, that is, scenarios that are likely to happen, they mention the dependency ratio will increase under all circumstances (even with high fertility gains and high immigration) but less so due to these factors.

So no matter what, the dependency ratio will increase but the extent can be alleviated with immigration and of course with higher fertility which is less possible.

Finland has the most rapidly ageing population in the EU so this question is quite relevant today. Vesterinen (2002) looked at whether immigration could solve the ageing problem.

He found that more immigration was indeed preferred and that to improve work based immigration the bureaucracy should be streamlined.

Kohonen (2007) does note that the unemployment is higher among immigrants in Finland compared to the native population, and especially the higher educated immigrants have some of the highest unemployment rates in Finland amongst EU countries.

He suggests ‘human capital’ is not utilised as effectively in Finland compared to other EU countries.

Other Effects

There are quite a few things these papers did not or maybe even cannot include in their analysis. How to quantify immigrants’ effect on house prices in the UK? Surely we know it will be inflationary, but to what extent?

What is the cumulative effect of emigration from the source country, especially ‘brain drain’?
